The question, as printed on the ballot
The Board of Commissioners of Fire Protection District 1 adopted Resolution No. 2026-07 concerning a proposition to maintain and adequately fund District operations. This proposition would fund fire protection and emergency medical services by establishing the District's regular property tax levy in 2026 at an amount not to exceed $1.48 per $1,000.00 of assessed valuation and authorize setting a limit factor of 106% for each of the following nine years. The maximum allowable levy in the final year shall serve as the base for subsequent levy limitations as provided by Chapter 84.55 RCW. Should this Proposition be:
A “Yes” vote means
Fire District 1 could set its levy at up to $1.48 per $1,000 of assessed value in 2026 (for 2027), with increases of up to 6% a year for the following nine years.
A “No” vote means
Fire District 1's levy would not be reset; its revenue growth would stay under the usual 1% annual limit after the 2021 levy lid lift runs out.
Official plain English statement
Fire Protection District 1 provides emergency fire protection and medical services to its citizens. If approved by the voters, this proposition will authorize the Fire Department to establish its regular real property tax levy rate at $1.48 per $1,000 of assessed valuation in 2026 for collection in 2027. This measure will replace the final year of the levy lid lift approved by the voters in 2021. The proposition will also allow the Fire Department to keep pace with inflation for the following nine years by establishing an annual limit factor of 6 % per year. At the end of the ten-year period, absent further voter approval, the Fire Department tax levy will be subject to statutory one percent limit. The Fire Department's Board of Commissioners has determined that this proposition is necessary to maintain an effective level of services, fire fighter staffing, equipment and facilities in light of rising costs. The levy is subject to the property tax exemptions provided for qualifying seniors, veterans and others under chapter 84.36 RCW.
