Authored the Texas Heartbeat Bill restricting abortion.

His Senate biography lists the Heartbeat Bill among landmark laws he authored and passed. In 2025 he also authored SB 31, which became law, on exceptions to prohibited abortions based on a physician's reasonable medical judgment.
