Introduced changes easing massage rules, keeping trafficking enforcement

Ordinance O-286-26 (September 2026) would drop the camera requirement for licensed massage therapists in most cases and let those working alone lock treatment rooms, while requiring owners to disclose everyone with a financial stake and letting Metro ABC suspend a license over suspected human trafficking.
