Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Alpena-Montmorency-Alcona ESD: special education millage renewal
This proposal will permit the intermediate school district to continue to levy special education millage previously approved by the electors. Shall the currently authorized millage rate limitation of 1.2872 mills ($1.2872 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property in Alpena-Montmorency-Alcona Educational Service District, Michigan, to provide funds for the education of students with a disability, be renewed for a period of 10 years, 2027 to 2036, inclusive; the estimate of the revenue the intermediate school district will collect if the millage is approved and levied in 2027 is approximately $3,536,404 from local property taxes authorized herein (this is a renewal of millage that will expire with the 2026 tax levy)?
Montmorency County: operating millage restoration
Shall the voted allocated Montmorency County millage rate of 5.7500 mills ($5.75 per $1,000 of taxable value), reduced to 4.8204 mills ($4.8204 per $1,000 of taxable value) by the required millage rollbacks, be increased by up to 0.9296 mills ($0.9296 per $1,000 of taxable value) to the 1976 original allocated rate to recover that millage reduction and be levied by Montmorency County for Eight (8) years (2026-2034 inclusive), for general operating purposes? If approved and levied in full, this Millage will raise an estimated additional $643,427 for general County operating purposes in the first calendar year of the levy based on state taxable valuation.
Avery Township: operating millage
Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Avery, Montmorency County, Michigan, against taxable property in the township be increased by up to one (1) mill ($1.00 per $1 ,OOO of taxable value) for a period of four (4) years, 2026 through 2029, inclusive, for the purpose of providing funds for operating? Shall the township levy such a millage for these purposes? If approved and levied in its entirety, this millage would raise an estimated $37,827 for the Township when first levied in 2026.
