Ballot issues
Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Grand Haven Area Public Schools: bond proposal
Shall Grand Haven Area Public Schools, Ottawa and Muskegon Counties, Michigan, borrow the sum of not to exceed Ninety-Eight Million Five-Hundred Fifty Thousand Dollars ($98,550,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of: erecting, completing and remodeling school buildings, facilities and additions to school buildings and facilities; equipping, re-equipping, furnishing and refurnishing school buildings and facilities; purchasing school buses; acquiring and installing instructional technology; and preparing, developing, improving and equipping play fields, playgrounds, structures, facilities and sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027 is 1.95 mills ($1.95 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is twenty-five (25) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 1.15 mills ($1.15 on each $1,000 of taxable valuation). (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)
Ottawa County: parks and open space millage increase
For 10 years beginning with the tax assessments in December of 2027 and ending with the assessments in December of 2036, shall the total taxable property rate limitation in Ottawa County under Section 6 of Article IX of the Michigan Constitution of 1963, be increased up to the amount of 0.20 mills (20 cents per thousand dollars of taxable value) as an increase to the renewed 0.33 mill authorization for the purpose of acquiring, improving, operating, maintaining, restoring, and protecting parks, open space, trails, greenways, water access sites, recreational facilities, and related conservation and educational activities in Ottawa County and if approved and levied in full, this millage will raise an estimated $3,763,230 in the first calendar year it is levied (2027).
