Ballot issues
Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Shiawassee County: senior citizen services millage renewal
Shall the expired previous voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution in the County of Shiawassee of 0.5000 mills ($0.50 per $1,000 of taxable value), reduced to 0.4942 mills ($0.4942 per $1,000 of taxable value) by the required millage rollbacks, be renewed at up to 0.4942 mills ($0.4942 per $1,000 of taxable value) and levied for five years, 2026 through 2030 inclusive, for the purpose of funding senior citizen services within Shiawassee County? If approved and levied in full, this millage will raise an estimated $1,370,677 in the first calendar year of the levy based on taxable value. A portion of the millage may also be disbursed to the Downtown Development Authorities of the Cities of Corunna, Durand, Laingsburg, and Owosso, the Downtown Development Authorities of the Villages of Bancroft, Byron, Lennon, Morrice, New Lothrop and Vernon, the Downtown Development Authority of the Township of Perry, the Brownfield Authorities of Shiawassee County, Owosso Township, the City of Owosso, and the City of Durand as well as such other or fewer local units of government as required by law.
Middlebury Township: road maintenance millage (reinstatement)
Shall Middlebury Township levy two mills ($2.00 per $1,000.00) on taxable value of property located in the Township of Middlebury, Shiawassee County, Michigan, for five years beginning with the 2026 tax levy year and running through the 2030 tax levy year (inclusive), which will raise in the first year of such levy an estimated revenue of $124,282 to be used exclusively for the specific purpose of construction, maintenance, repair, and improvement of roads within the Township? If approved, this millage will be the authorization of a new additional millage to reinstate a previously authorized millage that expired at the end of the year 2024.
Middlebury Township: emergency services millage renewal
Shall Middlebury Township continue to levy three mills ($3.00 per $1,000.00) on taxable value of property located in the Township of Middlebury, Shiawassee County, Michigan, for five years beginning with the 2026 tax levy year and running through the 2030 tax levy year (inclusive), which will raise in the first year of such levy an estimated revenue of $186,423.00 to be used exclusively for all purposes authorized by law for emergency services including a fire department, rescue services, and ambulance service? If approved, this millage will be a consolidation and renewal of two previously authorized millages.
