All of Belmont, Carroll, Columbiana, Harrison, Jefferson and Tuscarawas counties; most of Mahoning County (Youngstown, Campbell, Struthers, Boardman, Poland and the other eastern and southern townships, and part of Austintown); eastern Stark County (Alliance, Louisville, Massillon and the surrounding townships, outside the Canton area); eastern Holmes County (Clark, Paint and Walnut Creek townships and part of Salt Creek Township); and eastern Wayne County (Clinton, East Union, Franklin, Paint, Plain, Salt Creek, Sugar Creek and Wooster townships and most of Baughman Township).
