Ballot issues
Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
City of Ann Arbor Proposal A: street, bridge and sidewalk repair millage (charter amendment)
Shall the Charter be amended to authorize a new tax up to 2.125 mills for street and bridge repair and for sidewalk repair and construction for 2027 through 2032 to replace the previously authorized tax up to 2.125 mills for street and bridge repair and for sidewalk repair and construction for 2022 through 2026, which will raise in the first year of levy the estimated revenue of $19,236,316? In accordance with State law, a portion of the millage may be subject to capture by the Ann Arbor Downtown Development Authority and the Washtenaw County Brownfield Redevelopment Authority.
City of Ann Arbor Proposal B: new sidewalk construction millage (charter amendment)
Shall the Charter be amended to authorize a tax up to 0.20 mills for the construction of new sidewalks for 2027 through 2032, to replace the previously authorized tax up to 0.20 mills for the construction of new sidewalks for 2021 through 2026, which will raise in the first year of levy the estimated revenue of $1,809,900? In accordance with State law, a portion of the millage may be subject to capture by the Ann Arbor Downtown Development Authority and the Washtenaw County Brownfield Redevelopment Authority.
City of Ann Arbor Proposal C: counting signatures on nominating petitions (charter amendment)
Shall Section 13.9 of the City Charter be amended to specify that if an individual signs multiple candidates' nomination petitions for a single elected office, only the earliest-dated signature shall count, and that if two or more signatures bear the same date, none of those signatures shall count? Currently, if an individual signs multiple candidates' nomination petitions for a single office, every signature of that individual is disregarded, regardless of date.
City of Ann Arbor Proposal D: start date of elected officers' terms (charter amendment)
Shall Section 12.4 of the City Charter be amended to move the beginning of an elected officer's term to noon on the first Monday of the month following the regular City election at which the officer is elected? Currently, an elected officer's term begins on the first Monday after the regular City election at which the officer is elected.
City of Ann Arbor Proposal E: municipal electric utility (charter amendment)
Shall Chapter 15 of the Charter be amended to require the City to establish a municipal electric utility and governance structure therefor?
