Issue 3: Photo identification to vote (constitutional amendment)
Proposed Constitutional Amendment TO REQUIRE VOTERS TO PRESENT PHOTO IDENTIFICATION IN ORDER TO VOTE Proposed by Joint Resolution of the General Assembly To enact Section 5 of Article V of the Constitution of the State of Ohio A majority yes vote is required for the adoption of Section 5. This proposed amendment would: • Require voters to present an approved form of government-issued photo identification in order to vote. • Allow state law to provide for an alternative method of verifying a voter’s identity for a voter who has a sincere religious objection to being photographed and, therefore, does not possess an approved form of government-issued photo identification. • Require that voters who do not vote in person provide an approved form of government-issued photo identification, unless the law authorizes those persons to vote by providing a signature and at least one other specified unique identifier. • Define approved forms of government-issued photo identification as an unexpired Ohio driver license or state identification card; a United States passport or passport card; or a United States military identification card, Ohio National Guard identification card, or United States Department of Veterans Affairs identification card. If approved, the amendment shall take effect immediately. A “YES” vote means approval of the amendment. A “NO” vote means disapproval of the amendment. SHALL THE AMENDMENT BE APPROVED?
Licking Park District renewal levy
A renewal of a tax for the benefit of the Licking Park District for the purpose of parks, trails, and recreational purposes, that the county auditor estimates will collect $2,274,412 annually, at a rate not exceeding .375 mills for each $1 of taxable value, which amounts to $10 for each $100,000 of the county auditor's market value, for a period of 5 years, commencing in 2027, first due in calendar year 2028.
Southwest Licking Local School District bond issue
Shall bonds be issued by the Southwest Licking Local School District for the purpose of constructing school facilities and renovating, repairing, expanding, improving, and constructing additions to school facilities; furnishing and equipping the same; improving the sites thereof; and acquiring real estate and interests therein in the principal amount of $80,710,000, to be repaid annually over a maximum period of 35 years, and an annual levy of property taxes be made outside of the ten-mill limitation, estimated by the county auditor to average over the repayment period of the bond issue 2.87 mills for each $1 of taxable value, which amounts to $100 for each $100,000 of the county auditor's market value, commencing in 2026, first due in calendar year 2027, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds?

Southwest Licking Local School District income tax replacement
Shall the existing tax of 0.75% on the school district income of individuals imposed by the Southwest Licking Local School District be replaced by a tax of 2% on the earned income of individuals residing in the school district for a continuing period of time, beginning January 1, 2027, for the purpose of paying the cost of current operating expenses? If the new tax is not approved, the existing tax will remain in effect under its original authority, for the remainder of its previously approved term.

Pataskala Public Library renewal levy
A renewal of 1 mill for each $1 of taxable value to constitute a tax for the benefit of the Pataskala Public Library, for purpose of current expenses of the Library, that the County Auditor estimates will collect $901,850 annually, at a rate not exceeding 1 mill for each $1 of taxable value, which amounts to $21 for each $100,000 of the County Auditor's market value, for 5 years, commencing in 2027, first due in calendar year 2028.

City of Pataskala charter amendment — prohibition of a data center
Article XI, Section 11.09. Prohibiting of a Data Center (A) The construction of a data center is hereby prohibited. (B) As used in this Section, "construction" shall mean the erection of one or more buildings, infrastructure, facilities, and related activities, which include preparations and modifications for same, for a common purpose. (C) As used in this Section, "data center" shall mean one or more buildings or physical facilities or infrastructure, located on a single real property parcel or on contiguous, adjacent, or otherwise aggregated real property parcels that: (1) Are used primarily or exclusively for digital information services such as the management, storage, processing, and dissemination of electronic data and information through the use of computer systems, servers, networking equipment, and related components, including equipment cooling systems; and (2) Has an aggregate monthly demand or peak load of greater than twenty-five (25) megawatts, however derived from any energy source, or combination thereof. (D) This Section is self-executing. Shall Article XI of the City of Pataskala Charter be amended to add Section 11.09 (Prohibition of a Data Center), thereby prohibiting the construction of a data center within the City limits, effective immediately?
