Initiative Measure No. IP26-645: repeal the 9.9% tax on income over $1 million; prohibit income taxes

Initiative Measure No. IP26-645 concerns state and local taxes. This measure would repeal a 9.9% tax on annual individual income over $1,000,000; prohibit taxes measured by individual income and taxes on individual income or the receipt of individual income; and define "income." This measure would decrease funding for public K-12 education, higher education (including universities and community colleges), and human services (primarily healthcare). Should this measure be enacted into law?

Initiative Measure No. IL26-001: parents' rights in public schools (restore Initiative 2081 as enacted)

Initiative Measure No. IL26-001 concerns parental rights relating to their children in public school. This measure would repeal amendments to a statute listing certain rights of parents and guardians of public-school children and re-enact the law as it was originally enacted by Initiative to the Legislature 2081. Should this measure be enacted into law?

Initiative Measure No. IL26-638: K-12 girls' sports eligibility and biological sex verification

Initiative Measure No. IL26-638 concerns participation in athletics at K-12 schools. This measure would prohibit students it defines as "biologically male" from competing in certain school athletic activities intended for female students only. It would require verification of biological sex by students' healthcare providers. Should this measure be enacted into law?

City of Bellingham Proposition 2026-06: salary commission to set the mayor's salary (charter amendment)

Proposed Charter Amendment Proposition 2026-06 would make a salary commission responsible for setting the Mayor's salary. This amendment would change the Charter's requirements concerning the Mayor's salary. Currently, the Charter provides that the Mayor's salary should at no time be less than that of the highest paid City official or employee. This amendment would delete that requirement and instead assign responsibility for setting the Mayor's salary to the City's independent salary commission, which was established by ordinance to periodically review and fix the salaries of City Council members. Should this amendment be enacted into law?

City of Bellingham Proposition 2026-07: electronic signatures on city contracts (charter amendment)

Proposed Charter Amendment Proposition 2026-07 would streamline the contract process and allow for electronic signatures. This amendment would streamline and update the City's contract process to allow the use of electronic signatures. Currently, the Charter requires the Mayor to sign all city contracts, bonds, and instruments of any kind, and for the finance director to attest the Mayor's signature and affix the City's seal to the document. This amendment would remove these inefficient and out-of-date requirements, authorize the Mayor's designee to sign contracts, and allow the City to use electronic signatures. Should this amendment be enacted into law?

City of Bellingham Initiative 26-01: ban on algorithmic rent price-setting

This measure would prohibit two or more landlords from entering into an agreement to establish rental prices, prohibit the use of paid algorithmic coordinating services that use systems or software to analyze public and private data about the rental market to recommend rental prices, lease renewal terms, or occupancy levels to multiple landlords, create a private right of action, establish whistleblower and anti-retaliation protections for tenants and employees, and authorize civil and criminal penalties. Should this measure be enacted into law?

Whatcom County Fire Protection District 1 Proposition 2026-08: levy lid lift (to $1.48 per $1,000)

The Board of Commissioners of Fire Protection District 1 adopted Resolution No. 2026-07 concerning a proposition to maintain and adequately fund District operations. This proposition would fund fire protection and emergency medical services by establishing the District's regular property tax levy in 2026 at an amount not to exceed $1.48 per $1,000.00 of assessed valuation and authorize setting a limit factor of 106% for each of the following nine years. The maximum allowable levy in the final year shall serve as the base for subsequent levy limitations as provided by Chapter 84.55 RCW. Should this Proposition be:
