Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
City of East Lansing: charter amendment on City Council meetings (Section 4.7)
Shall Section 4.7 of the East Lansing City Charter be amended to align with state laws regarding public meetings and records, to remove language requiring a meeting that is scheduled on a holiday to be moved to the next secular day, to permit a designee of the City Clerk to sign City Council minutes, to permit a designee of the City Police Chief to serve as sergeant-at-arms, and to require minutes and other records of all regular and special meetings of the City Council to be posted on the City’s website?
City of East Lansing: charter amendment letting the City Clerk send a designee to council meetings (Section 7.4)
Shall Section 7.4 of the East Lansing City Charter be amended to permit the City Clerk to appoint a designee to attend all City Council meetings?
City of East Lansing: charter amendment on approving city contracts (Section 15.3)
To enhance the processing and administration of City contracts and address situations of absences or unavailability of the City Attorney or the City’s Chief Financial Officer City, shall Section 15.3 of the East Lansing City Charter be amended to allow designees of the City Attorney and Chief Financial Officer to approve contracts and certify funds for contracts?
City of East Lansing Proposal I: Citizens' Advisory Healthcare Action Committee (petition charter amendment)
This is a petition-initiated proposal to amend the East Lansing City Charter to create an advisory group to gather information and make non-binding recommendations to City Council regarding access to healthcare. Shall the East Lansing City Charter be amended to add a new Chapter 21 to establish a Citizens' Advisory Healthcare Action Committee appointed by the City Council to address healthcare affordability and access by gathering public testimony from the community; analyzing data; reviewing how federal, state, and local policies have affected healthcare affordability and access; and producing a biennial Healthcare Action Plan which evaluates changes in health insurance and benefit coverage, track actions of federal and state officials, recommends solutions, and requires the City Council to adopt and publish a Healthcare Action Plan?
City of East Lansing Proposal II: move city elections to even-numbered years (petition charter amendment)
A citizen-initiated proposal to amend the City Charter to move all City elections to even years, which, if passed, would extend the terms of current officeholders by one year. Note that even if approved, the City Council must take action to finalize the move of City elections to even years. Shall the East Lansing City Charter be amended to require the City Council to move all elections held under the City Charter from odd-numbered years to even-numbered years?
