Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Village of Alpha Proposition A: make clerk and treasurer appointed (charter amendment)
Chapter III, Section 1 of the Village Charter Charter currently provides that the president, six trustees, one clerk, one treasurer and one assessor are elected officers. The proposed amendment would remove the Clerk and Treasurer from the list of elected officers so that those positions may instead be appointed. The transition would occur through attrition as current elected terms expire, and no current elected term would be shortened. This amendment would take effect only if Proposition B is approved. Shall Chapter III, Section 1 of the Village Charter be amended accordingly?
Village of Alpha Proposition B: appointment rules for clerk and treasurer (charter amendment)
The Village Charter currently provides that the Clerk and Treasurer are elected offices, all officers must be Village electors, and the Treasurer may serve no more than two consecutive years. This amendment provides for the Clerk and Treasurer to be appointed by the President with Council consent, remove the Treasurer’s term limit, and require only elected officers to be Village electors, allowing non-residents to serve in appointed positions. The change would occur through attrition as elected terms expire. No current term would be shortened. This amendment takes effect only if Proposition A is approved. Shall the Charter be amended accordingly?
Village of Alpha Proposition C: allow disincorporation (charter amendment)
The Village Charter currently contains no provision authorizing disincorporation, Under state law, disincorporation is permitted only if the Charter expressly allows it. The proposed amendment would add Chapter XXVIII to authorize disincorporation in accordance with the Home Rule Village Act and other applicable state law. Any future disincorporation would require compliance with statutory procedures and approval by a majority of the electors of the Village voting on the question? Shall the Charter be amended to add Chapter XXVIII authorizing disincorporation as provided by law?
