Issue 3: Photo identification to vote (constitutional amendment)

Proposed Constitutional Amendment TO REQUIRE VOTERS TO PRESENT PHOTO IDENTIFICATION IN ORDER TO VOTE Proposed by Joint Resolution of the General Assembly To enact Section 5 of Article V of the Constitution of the State of Ohio A majority yes vote is required for the adoption of Section 5. This proposed amendment would: • Require voters to present an approved form of government-issued photo identification in order to vote. • Allow state law to provide for an alternative method of verifying a voter’s identity for a voter who has a sincere religious objection to being photographed and, therefore, does not possess an approved form of government-issued photo identification. • Require that voters who do not vote in person provide an approved form of government-issued photo identification, unless the law authorizes those persons to vote by providing a signature and at least one other specified unique identifier. • Define approved forms of government-issued photo identification as an unexpired Ohio driver license or state identification card; a United States passport or passport card; or a United States military identification card, Ohio National Guard identification card, or United States Department of Veterans Affairs identification card. If approved, the amendment shall take effect immediately. A “YES” vote means approval of the amendment. A “NO” vote means disapproval of the amendment. SHALL THE AMENDMENT BE APPROVED?

Delaware County Board of Developmental Disabilities additional levy

An additional tax for the benefit of Delaware County for the purpose of community developmental disabilities programs and services pursuant to Chapter 5126. of the Revised Code, except that such levies shall be subject to the procedures and requirements of section 5705.222 of the Revised Code that the county auditor estimates will collect $25,448,490 annually, at a rate not exceeding 1.8 mills for each $1 of taxable value, which amounts to $63 for each $100,000 of the county auditor's market value, for 5 years, commencing in 2026, first due in calendar year 2027.

Delaware-Morrow Mental Health & Recovery Services Board renewal and increase levy

A renewal of 1.5 mills and an increase of 0.5 mill for each $1 of taxable value to constitute a tax for the benefit of Delaware-Morrow Mental Health & Recovery Services Board for the purpose of current expenses that the county auditor estimates will collect $23,005,505 annually, at a rate not exceeding 2 mills for each $1 of taxable value, which amounts to $50 for each $100,000 of the county auditor's market value, for 5 years, commencing in 2027, first due in calendar year 2028.

Delaware Area Career Center renewal and decrease levy

A renewal of part of an existing levy, being a reduction of 0.95 mill for each $1 of taxable value, to constitute a tax for the benefit of Delaware Area Career Center for the purpose of improving, renovating, remodeling, enlarging, furnishing and equipping school buildings and facilities at a rate not exceeding 0.40 mill and for the purpose of current expenses at a rate not exceeding 0.35 mill, that the county auditor estimates will collect $5,773,576 annually, at a combined rate not exceeding 0.75 mill for each $1 of taxable value, which amounts to $18 for each $100,000 of the county auditor's market value, for 10 years, commencing in 2026, first due in calendar year 2027.

Delaware County Regional Transit Authority sales and use tax

Shall a sales and use tax be levied by the Delaware County Regional Transit Authority for the purpose of providing additional general revenues for a transit authority, funding a regional transportation improvement project under section 5595.06 of the Revised Code, or funding public infrastructure projects as described in section 306.353 of the Revised Code, and to pay the expenses of administering such levy at a rate not exceeding 0.2 per cent for a continuing period of time?

City of Sunbury charter amendment prohibiting construction of a data center

The proposed amendment would amend the Charter of the City of Sunbury to add Section 11.05 to Article XI to read as follows: Article XI, Section 11.05: Prohibition of Construction of a Data Center. (A) The construction of a data center is hereby prohibited. (B) As used in this Section, "construction" shall mean the erection of one or more buildings, infrastructure, facilities, and related activities, which include preparations and modifications for same, for a common purpose. (C) As used in this Section, "data center" shall mean one or more buildings or physical facilities or infrastructure, located on a single real property parcel or on contiguous, adjacent, or otherwise aggregated real property parcels that: (1) Are used primarily or exclusively for digital information services such as the management, storage, processing, and dissemination of electronic data and information through the use of computer systems, servers, networking equipment, and related components, including equipment cooling systems; and (2) Has an aggregate monthly demand or peak load of greater than twenty-five (25) megawatts, however derived from any energy source, or a combination thereof. (D) This Section is self-executing. Shall Article XI, Section 11.05 of the Charter of the City of Sunbury be adopted?

B.S.T. & G. Joint Fire District renewal and increase levy

A renewal of 4.85 mills and an increase of 2.5 mills for each $1 of taxable value to constitute a tax for the benefit of B.S.T. & G. Joint Fire District for the purpose of providing and maintaining fire apparatus, appliances, buildings, or sources of water supply and materials therefor, or the establishment and maintenance of lines of fire alarm telegraph, or the payment of permanent, part-time, or volunteer firefighters or firefighting companies to operate the same that the county auditor estimates will collect $6,071,628 annually, at a rate not exceeding 7.35 mills for each $1 of taxable value, which amounts to $176 for each $100,000 of the county auditor's market value, for 5 years, commencing in 2026, first due in calendar year 2027.
