Issue 3: Photo identification to vote (constitutional amendment)
Proposed Constitutional Amendment TO REQUIRE VOTERS TO PRESENT PHOTO IDENTIFICATION IN ORDER TO VOTE Proposed by Joint Resolution of the General Assembly To enact Section 5 of Article V of the Constitution of the State of Ohio A majority yes vote is required for the adoption of Section 5. This proposed amendment would: • Require voters to present an approved form of government-issued photo identification in order to vote. • Allow state law to provide for an alternative method of verifying a voter’s identity for a voter who has a sincere religious objection to being photographed and, therefore, does not possess an approved form of government-issued photo identification. • Require that voters who do not vote in person provide an approved form of government-issued photo identification, unless the law authorizes those persons to vote by providing a signature and at least one other specified unique identifier. • Define approved forms of government-issued photo identification as an unexpired Ohio driver license or state identification card; a United States passport or passport card; or a United States military identification card, Ohio National Guard identification card, or United States Department of Veterans Affairs identification card. If approved, the amendment shall take effect immediately. A “YES” vote means approval of the amendment. A “NO” vote means disapproval of the amendment. SHALL THE AMENDMENT BE APPROVED?

Shall Section 3.01, Election and Term, of Article III, Mayor, be amended to eliminate the mayoral primary election when no more than two candidates have filed for the office of Mayor?
Issue 19: Gahanna charter amendment — qualifications for elected officials
Shall Section 3.02, Qualifications, of Article III, Mayor; Section 4.03, Qualifications, of Article IV, The Council; and Section 10.02, Qualifications, of Article X, Department of Law, be amended to establish a consistent standard regarding conflicts with other public offices and public employment for the Mayor, Council Members and the City Attorney?
Issue 20: Gahanna charter amendment — ward boundary adjustments
Shall Section 4.02, Composition and Term, of Article IV, The Council, be amended to revise the process for adjusting ward boundaries to base it on federal decennial census population data and specified population disparity criteria?
Issue 21: Gahanna charter amendment — council voting abstentions
Shall Section 4.12, Legislative Procedure, of Article IV, The Council, be amended to require that an alleged improper voting abstention by a Council member be subject to the notice and hearing procedures for removal established in the Charter?
Issue 22: Gahanna charter amendment — administrative departments
Shall Article V, Administrative Departments, be amended to remove department listings, preserving the Charter duties of the Director of Finance, and making related organizational changes?
Issue 23: Gahanna charter amendment — city attorney
Shall Sections 10.01, City Attorney, and 10.03, General Powers and Duties, of Article X, Department of Law, be amended to clarify the process for filling vacancies in the office of the City Attorney, update the powers and duties of the office, and make related grammatical revisions?
Issue 24: Gahanna charter amendment — planning commission attendance
Shall Section 11.02, Planning Commission - Organization, of Article XI, Planning Commission, be amended to authorize the Planning Commission to establish attendance requirements for its members though its rules of operation?
Issue 25: Gahanna charter amendment — zoning and building appeals
Shall Section 11.03, Planning Commission - Powers and Duties, of Article XI, Planning Commission, be amended and Article XII, Board of Zoning and Building Appeals, be repealed to transfer zoning, building, and landscaping appeal functions to the Planning Commission and to transfer Planning Commission appeals to Franklin County courts?
Issue 26: Gahanna charter amendment — charter review commission cycle
Shall Section 22.01, Composition and Term, of Article XXII, Charter Review Commission, be amended to require that the Charter Review Commission be convened every ten years instead of every five years?
Issue 27: Gahanna charter amendment — nondiscrimination clause
Shall Section 23.07, Non Discrimination Clause, of Article XXIII, General Provisions, be amended to update the Charter's nondiscrimination provisions to align with the City's Codified Ordinances and applicable federal, state, and local law?
Issue 45: Mifflin Township Police District levy (additional)
Levying a tax, in excess of the ten mill limitation, which shall be an additional tax for the benefit of the Mifflin Township Police District for the purpose of providing and maintaining motor vehicles, communications, other equipment, buildings, and sites for such buildings used directly in the operation of a police department, for the payment of salaries of permanent or part-time police, communications, or administrative personnel to operate the same, including the payment of any employer contributions required for such personnel under section 145.48 or 742.33 of the Revised Code, for the payment of the costs incurred by townships as a result of contracts made with other political subdivisions in order to obtain police protection, for the provision of ambulance or emergency medical services operated by a police department, or for the payment of other related costs at a rate not exceeding 6.96 mills for each $1 of taxable value, which amounts to $244 for each $100,000 of the county auditor's market value, for a continuing period of time.
