Issue 3: Photo identification to vote (constitutional amendment)
Proposed Constitutional Amendment TO REQUIRE VOTERS TO PRESENT PHOTO IDENTIFICATION IN ORDER TO VOTE Proposed by Joint Resolution of the General Assembly To enact Section 5 of Article V of the Constitution of the State of Ohio A majority yes vote is required for the adoption of Section 5. This proposed amendment would: • Require voters to present an approved form of government-issued photo identification in order to vote. • Allow state law to provide for an alternative method of verifying a voter’s identity for a voter who has a sincere religious objection to being photographed and, therefore, does not possess an approved form of government-issued photo identification. • Require that voters who do not vote in person provide an approved form of government-issued photo identification, unless the law authorizes those persons to vote by providing a signature and at least one other specified unique identifier. • Define approved forms of government-issued photo identification as an unexpired Ohio driver license or state identification card; a United States passport or passport card; or a United States military identification card, Ohio National Guard identification card, or United States Department of Veterans Affairs identification card. If approved, the amendment shall take effect immediately. A “YES” vote means approval of the amendment. A “NO” vote means disapproval of the amendment. SHALL THE AMENDMENT BE APPROVED?
Issue 10: Cuyahoga County Board of Developmental Disabilities additional levy
An additional tax for the benefit of the County of Cuyahoga for the purpose of the operation of community programs and services authorized by county boards of developmental disabilities, for the acquisition, construction, renovation, financing, maintenance, and operation of developmental disabilities facilities, or for both of such purposes, that the County Fiscal Officer estimates will collect $99,684,616 annually, at a rate not exceeding 2.25 mills for each $1 of taxable value, which amounts to $79 for each $100,000 of the County Fiscal Officer’s market value, for ten years, commencing in 2026, first due in calendar year 2027.
Issue 11: Cuyahoga County health and human services levy (renewal and increase)
A renewal of 4.7 mills and an increase of 2.5 mills for each $1 of taxable value to constitute a tax for the benefit of the County of Cuyahoga for the purpose of supplementing general fund appropriations for health and human or social services that the County Fiscal Officer estimates will collect $261,527,652 annually, at a rate not exceeding 7.2 mills for each $1 of taxable value, which amounts to $196 for each $100,000 of the County Fiscal Officer’s market value, for ten years, commencing in 2026, first due in calendar year 2027.
Issue 12: Cuyahoga County charter amendment: Council confirmation of board member removals
Shall Article II, Section 2.03 and Article VI, Section 6.04 of the Charter of the County of Cuyahoga be amended to require that County Council confirm the County Executive’s removal of members of boards, agencies, commissions and authorities as are or may hereafter be created by or pursuant to the Charter, as are provided by general law to be appointed by boards of county commissioners, and on special boards and commissions created by any agreement with another public agency or court order?
Issue 13: Cuyahoga County charter amendment: duties of the Director of Law
Shall Article V, Section 5.06 of the Charter of the County of Cuyahoga be amended to provide that the Director of Law shall provide primary legal representation on labor negotiations, grievances and arbitrations, non-litigation related employment matters, public records matters, risk management functions and activities, and non-litigation related contracts, agreements, debt issuance documents, memoranda of understanding, purchase orders, and other legal instruments entered into by the County Executive on behalf of Cuyahoga County; that the powers and duties of the Director of Law shall include giving written opinions and other legal advice to the Executive, County Council, officers, departments, directors, boards, agencies, commissions, and authorities appointed or established under the various Articles of the Charter, and other County entities whose chief executive officers serve at the pleasure of the County Executive or County Council; that nothing prohibits the County Executive, County Council or other entities established by Charter, Council, or general law, from seeking or obtaining advice from the Prosecuting Attorney; that this Section 5.06 shall not in any way limit the powers and duties of the Prosecuting Attorney as set forth in Section 4.01 and general law; and that in no event shall the Director of Law prosecute, defend, appear in court, or otherwise handle any action in any litigation or litigation-related proceedings on behalf of the County or any of its entities, unless referred to the Law Director by the Prosecuting Attorney?
Issue 14: Cuyahoga County charter amendment: Charter Review Commission appointments
Shall Article XII, Section 12.09 of the Charter of the County of Cuyahoga be amended to provide that four (4) members of the Charter Review Commission shall be appointed by the County Executive, and such appointments shall not be subject to Council confirmation; four (4) members shall be appointed by the Council, and such appointments shall not be presented to the County Executive for approval or disapproval; and that one (1) member shall be appointed by the County Executive, subject to confirmation by Council?
Issue 46: Lakewood charter amendment: filling Council vacancies
Shall Section 2.2 of the Third Amended Charter of the City of Lakewood be amended to require that prior to making an appointment to a vacancy in Council, remaining members of Council shall first issue an open call for all interested candidates to submit applications and, upon Council's review of the applications, shall hold candidate interviews in public session?
Issue 47: Lakewood charter amendment: amending ordinances by underline and strikethrough
Shall Section 2.8 of the Third Amended Charter of the City of Lakewood be amended to allow the revision, repeal, or amendment of an ordinance or resolution by underlining inserted language and striking through language that is being removed?
Issue 48: Lakewood charter amendment: Civil Service Commission pay recommendations
Shall Section 6.7 of the Third Amended Charter of the City of Lakewood be amended to provide that on or before March 1 of each odd numbered year, the Civil Service Commission shall set forth the commission's recommendations for the salary and other compensation for the offices of mayor and members of council?
Issue 49: Lakewood charter amendment: redrawing wards after each census
Shall the Third Amended Charter of the City of Lakewood be amended by adding new Section 7.2 (i) to require that, commencing with the Federal decennial census of 2030, the Planning Commission shall review and make, if necessary, appropriate redivisions of the City into four wards, which shall be as nearly equal in population as possible, and composed of contiguous and compact territory, bounded by natural boundaries or street lines; and that any changes made in ward boundaries shall become effective for the next regular municipal election?
Issue 50: Lakewood charter amendment: how charter amendments reach the ballot
Shall Section 7.5 of the Third Amended Charter of the City of Lakewood be amended to clarify that amendments to the Charter may be submitted to the registered voters of the city in three manners: upon the recommendation of a two-thirds majority vote of the members of the Charter Review Commission and submission by Council to a vote of the people; by an affirmative vote of Council of at least two-thirds of councilmembers; or upon receipt of a petition signed by not less than ten percent (10%) of the registered voters of the city?
