City of Odessa Proposition A: Odessa Sports Complex venue project and 2% hotel occupancy tax
THIS IS A TAX INCREASE Authorizing the City of Odessa, Texas, to designate a venue project and provide for the financing, planning, design, acquisition, construction, development, improvement, operation, and maintenance of the following venue project, a new multipurpose sports venue facility in the City known as the Odessa Sports Complex and related infrastructure and facilities, a venue project of the type described in and as authorized by Chapter 334 of the Texas Local Government Code and as designated and described by the City of Odessa City Council Resolution No. 2026R-42 dated April 14, 2026 (the “Resolution”), and to impose a new and an additional hotel occupancy tax at the maximum rate of 2.0% for the purpose of financing the Odessa Sports Complex venue project and approving the Resolution. If approved, the maximum hotel occupancy tax rate imposed from all sources in the City of Odessa would be 17.0% of the price paid for a room in a hotel.

Liability for negligence: Shall Section 12 of the City of Odessa Home Rule Charter be amended to clarify the title of this section to more clearly describe the content and to remove excess language, to clarify the procedure for providing notices of claims to the City, and to provide for immunities from liability in accordance with the laws of the State of Texas?

Right of eminent domain: Shall Section 14 of the City of Odessa Home Rule Charter be amended to remove excess language and to clarify that the City of Odessa has the right of eminent domain to the extent and only as authorized in accordance with the laws of the State of Texas?
City of Odessa Proposition I: charter amendment on control of city streets (Section 15)
Street powers: Shall Section 15 of the City of Odessa Home Rule Charter be amended to clarify that the City of Odessa has exclusive control and jurisdiction in and over City streets?
City of Odessa Proposition J: charter amendment on utility franchise ordinances (Section 22)
Franchises: Shall Section 22 of the City of Odessa Home Rule Charter be amended to eliminate and delete the requirement that an ordinance granting a franchise to any public utility operating within the City must be presented to Council and read twice before adoption?
City of Odessa Proposition K: charter amendment on the fire department (Section 26)
Fires: Shall Section 26 of the City of Odessa Home Rule Charter be amended to delete excess or out-of-date language and to include language and provisions requiring the City of Odessa to maintain a full-time active fire department?
City of Odessa Proposition L: charter amendment on public health and nuisances (Section 27)
Health: Shall Section 27 of the City of Odessa Home Rule Charter be amended to delete excess or out-of-date language, to delete language regarding authority to regulate professions exclusively regulated by the State of Texas, and to provide that the City of Odessa may establish all rules and regulations to prohibit nuisances and to protect the public health as authorized by State law?
City of Odessa Proposition M: charter amendment on the police department (Section 28)
Police department: Shall Section 28 of the City of Odessa Home Rule Charter be amended to delete excess language and to include language and provisions requiring the City of Odessa to maintain a full-time active police department?
City of Odessa Proposition N: charter amendment on settling claims and lawsuits (Section 29)
Power to compromise and settle claims and lawsuits: Shall Section 29 of the City of Odessa Home Rule Charter be amended to eliminate conflict with the Texas Constitution?
City of Odessa Proposition O: charter amendment on who signs deeds, bonds and contracts (Section 30)
Contracts: Shall Section 30 of the City of Odessa Home Rule Charter be amended to eliminate the express requirement that only the mayor may sign instruments of conveyance such as a deed and bonds instead allowing City Council to designate who shall sign deeds, bonds, and contracts on behalf of the City?
City of Odessa Proposition P: charter amendment on Planning and Zoning Commission qualifications (Section 33)
Planning and zoning commission: Shall Section 33 of the City of Odessa Home Rule Charter be amended to clarify that members of the Planning and Zoning Commission shall be qualified voters and residents of the city of Odessa, to eliminate the requirement that members possess the same qualifications as Councilmembers and be real property taxpayers, and to remove excess and out-of-date language?
City of Odessa Proposition Q: charter amendment on removing Planning and Zoning Commission members (Section 34)
Removal from commission; vacancies, how filled: Shall Section 34 of the City of Odessa Home Rule Charter be amended to amend the title of Section 34 to clarify the subject matter and to amend the language to clarify City Council exclusive authority to remove a member of the Planning and Zoning Commission for any reason at the discretion of City Council?
City of Odessa Proposition R: charter amendment on comprehensive plan reviews (Section 35)
Planning and zoning commission; powers: Shall Section 35 of the City of Odessa Home Rule Charter be amended to require the Planning and Zoning Commission to review and recommend changes to the City of Odessa’s comprehensive plan for the future development of the City at least every five years beginning in 2028?
City of Odessa Proposition S: charter amendment on ballot filing deadlines for council candidates (Section 45)
City council members and mayor; how to get name on ballot: Shall Section 45 of the City of Odessa Home Rule Charter be amended to eliminate current deadlines for requests to be placed on a ballot for election to City Council and to clarify that applications for a place on a ballot for election to City Council shall be subject to the deadlines and requirements as provided by State law?
City of Odessa Proposition T: charter amendment on council elections, term limits and forfeiture of office (Section 46)
Election of city council members: Shall Section 46 of the City of Odessa Home Rule Charter be amended to clarify the title of Section 46 to more clearly describe content, to eliminate out-of-date and excessive language, to provide for time spent filling a vacancy may not be counted towards calculation of service time for the purpose of term limitations, and providing for disqualification and forfeiture of office for convictions of a felony or a crime involving moral turpitude?

Runoff elections: Shall Section 47 of the City of Odessa Home Rule Charter be amended to delete excess and out-of-date language and to provide that runoff elections will be conducted in accordance with the Texas Election Code?
City of Odessa Proposition V: charter amendment on canvassing elections (Section 48)
Judge of election: Shall Section 48 of the City of Odessa Home Rule Charter be amended to delete excess language and to clarify that the canvass of the election shall take place as required by Texas law?
City of Odessa Proposition W: charter amendment on election dates (Section 49)
Date of election: Shall Section 49 of the City of Odessa Home Rule Charter be amended to provide that City of Odessa elections shall take place on a uniform election date as required by Texas law?
City of Odessa Proposition X: charter amendment on when elected officers take office (Section 50)
Officers’ oath and bond: Shall Section 50 of the City of Odessa Home Rule Charter be amended to provide that officers elected to City Council of the City of Odessa shall take office at the first regular City Council meeting after the canvass of the election and may take oaths as required by Texas law at any time after the election has been certified?
City of Odessa Proposition Y: charter amendment on filling council vacancies (Section 52)
Vacancies: Shall Section 52 of the City of Odessa Home Rule Charter be amended to provide that the language providing for the procedure for filling a vacancy on City Council follow the exact same language set forth in the Texas Constitution?
City of Odessa Proposition Z: charter amendment on selecting a mayor pro tem (Section 53)
Mayor pro tem: Shall Section 53 of the City of Odessa Home Rule Charter be amended to require that a single mayor pro tem shall be selected from among the current members of City Council at the first regular meeting every January?
City of Odessa Proposition AA: charter amendment on council compensation (Section 54)
Compensation of council members: Shall Section 54 of the City of Odessa Home Rule Charter be amended to authorize the City Council to approve monthly compensation for members of city council not to exceed $4,000 per month for the mayor and $2,000 per month for other council members, requiring the compensation of a city council member to be set by ordinance which shall go into effect in the January after an election, and to authorize city council members to be reimbursed for expenses incurred in the performance of their official duties?
City of Odessa Proposition BB: charter amendment on duties of the mayor (Section 55)
